Address registration in Armenia records your home address in the State Population Register. You may hear it called grantsum or grantsoum. For the ordinary in-person application, you go to the Migration and Citizenship Service office responsible for that address with your identity and residence documents, plus evidence supporting registration at the property.

The part most likely to cause a wasted visit is the housing paperwork. A lease in your name, the owner's agreement to register you and a right of use registered in the Cadastre are different things. The Migration and Citizenship Service's detailed instructions set out separate document routes.

TL;DR

  • Start with your citizenship and residence status. The official foreigner checklist asks for proof of the legal right of residence and separately specifies a passport with a notarised Armenian translation for Russian citizens. That exception is not a checklist for every nationality.
  • With owner consent, all co-owners must agree. An absent owner's consent must be notarised, according to MCS.
  • For the lease route, MCS lists proof that the right of use is registered in the Cadastre. Do not assume an ordinary signed lease is sufficient.
  • The state fee is AMD 1,000 per chargeable applicant. The published under-16 exemption concerns Armenian citizens, not all children. Hartak lists the fee and exemption.
  • A police residence check is an official alternative when you lack the property-right document. An owner's objection can change the type of record made; it is not a guaranteed way to obtain ordinary registration against their wishes.

Official sources checked on 24 October 2026. This guide explains the published procedure, with hypothetical examples rather than personal application stories. It is general information, not an individual legal opinion. We inspected the appointment entry screen without entering personal details or booking a visit.

Who can register, and when should you apply?

The official detailed service covers foreign citizens, stateless persons and refugees with the right to reside in Armenia. MCS asks foreign applicants for a document confirming their legal right of residence. It expressly lists Russian citizens separately, with a passport and notarised Armenian translation.

For a foreign resident with an Armenian residence document, start with that document and your passport. If you are a visa-free visitor of another nationality, do not treat the Russian passport provision as proof that you qualify on identical paperwork. The published address-registration checklist is narrower than a general statement that you entered the country lawfully.

There are also two different meanings of “right to reside” here. Your immigration documents concern living in Armenia. The property papers concern living in this particular apartment. Owner consent does not replace your immigration documents, and a residence card does not establish the owner's consent.

Does everyone have to register within 15 days of arrival?

No universal arrival deadline follows from the provision cited here. Government Decision 1231-N, Annex 1, paragraph 7(c), requires an application within 15 days after receiving the relevant residence status, refugee status, temporary asylum or political asylum. The official Hartak guide repeats that status-based rule.

For example, someone who has just received residence status should organise registration against that event. A short-stay visitor should not read the same sentence as “every tourist has 15 days after landing.” Registration and permission to remain are separate questions; use the length-of-stay guide for the latter.

Which housing-document route fits your situation?

Choose the route your papers actually support. The detailed MCS requirements distinguish owner consent, a lease backed by registered use rights and verification of actual residence.

Housing evidence for the main address-registration routes
Your situationHousing evidence to prepareWhat can go wrong
You own the homeOwnership certificate, alongside the identity, residence and fee documents for your categoryForeign ownership does not replace the required residence document
The owner agrees to register youOwnership certificate, owner identification and consent from every co-ownerConsent from only the person who signed your lease may miss another owner
You rely on your lease and registered use rightDocument confirming registration of the right of use in the Armenian CadastreA privately signed lease is not the same evidence
You cannot produce the document confirming your right to occupy the homeApplication based on actual residence, followed by police verificationA negative check means refusal; an owner objection can mean a different type of record

The general Hartak guide describes a notarised lease. The more detailed MCS checklist expressly names Cadastre registration of the right of use. We therefore use that more specific requirement here. Notarisation and state registration are separate steps, so the guide does not promise that notarisation alone settles the file.

For the lease itself, including its terms and formalities, see the rental-agreement guide. Here the question is which evidence supports your address application.

What documents should you take?

Build your file around your applicant category and the housing route above. For an ordinary foreign adult, the MCS checklist provides the following starting point:

  • Identity and residence documents for your citizenship and status. Keep your passport with the residence document; Russian citizens are specifically instructed to provide the passport and its notarised Armenian translation.
  • The property documents for your chosen route: ownership and consent papers, or proof of the Cadastre-registered right of use.
  • Proof of payment of the applicable state fee.

For the consent route, Hartak also lists the applicant's and owner's passports, notarised Armenian translations for foreign passports, the ownership certificate and written consent. Prepare that route's documents rather than assuming the residence card removes every translation requirement.

Compare names and the apartment address across the papers before the visit. A translated name that does not match the application is a problem you can catch at home. Keeping originals and readable copies together is practical preparation, not a claim that every item requires the same number of copies.

Will you need your parents' documents too?

Possibly. The detailed official service warning says that if your data is missing from Armenia's State Population Register and you were born after 28 November 1981, you must also present your parents' identification documents and their marriage certificate. Where the marriage certificate is unavailable, it lists alternatives involving paternity recognition, single motherhood or death, as applicable.

This matters especially if you are entering the register for the first time. The warning is attached to missing register data and the birth-date condition, so it should not be added to every resident's checklist. If it covers your case, however, a passport-only file leaves out a significant requirement.

The public instructions do not settle the translation and authentication formalities for every foreign-issued family document. Cases involving unavailable records, different surnames or disputed identity need the service's assessment of those particular papers. The checklist above should not be read as waiving those formalities.

Does the landlord have to come with you?

For the owner-consent route, the owner can give consent in person. If an owner cannot attend, their consent must be notarised. Every co-owner must consent, according to the MCS instructions.

The consent must identify the people being registered by name, surname, patronymic and date of birth. For someone whose documents do not contain a patronymic, do not invent one; have the consent prepared to match the person's actual identity documents.

Consider a hypothetical apartment owned by two siblings. One signed the lease and is happy to attend your appointment; the other lives abroad. The attending sibling's signature does not satisfy the published requirement for both owners. The absent co-owner's notarised consent is the missing item to resolve before relying on this route.

You can explain the request to your landlord plainly: “I need your consent to record my address in the population register. Please include each person who is applying.” That is a conversation starter, not a replacement for the official consent document.

How do you register a spouse or child living with you?

Each person's registration needs its own basis and documents. A lease bearing only your name does not automatically complete the registration of the other adults in the apartment.

As a hypothetical example, you rent a home and live there with your wife and a 19-year-old daughter. Both are adult applicants. If you use owner consent, have the consent identify all the applicants, and prepare each person's identity and residence documents. If you rely instead on a registered right of use, do not assume a right recorded only in your name proves the same right for every adult family member.

For younger children, the official requirements provide separate arrangements:

  • Under 16: a parent, legal representative or authorised person applies at the division corresponding to either parent's registration address. The list includes the parents' passports, the child's birth certificate and the child's passport if available, plus the representative's identity document where applicable.
  • Ages 16 to 18: the applicant may apply personally or through an authorised representative at one parent's registered address. The listed documents include the applicant's identification, the parent's identification and fee-payment evidence.

Keep the child procedure separate from the adult spouse's application. The appointment rules also require an individual booking for each visitor, including family members regardless of age. A family going together should not rely on one adult's appointment as a family ticket.

Where do you apply, and how do you book?

Apply to the territorial MCS division responsible for the address where you want to register. The current MCS instructions allow either advance booking or an on-site queue. They do not guarantee a same-day place in that queue.

The official directory lists offices including 1 Mamikonyants Street and 27 Garegin Nzhdeh Street in Yerevan, and 17 Shirakatsi Street for Gyumri division 1. These are orientation points, not permission to choose an unrelated district office. Use the division for your home's address and the location in your confirmation.

To arrange the in-person visit:

  1. Open the official Registration/Unregistration at address service.
  2. Select Book an appointment, read the rules and continue through Fill application. During our inspection this led to the government's appointment site.
  3. Provide contact details and verify the email code. These are booking steps, not completed address registration.
  4. Follow the location and applicant fields. Hartak's instructions ask for the name and surname in Armenian letters as recorded in the passport. For a foreign passport, keep the spelling consistent with the notarised Armenian translation rather than making a fresh transliteration.
  5. Select an available date and time and keep the confirmation email. The official instructions say the appointment is confirmed only when that email arrives.
  6. Attend with the document file for your route and any owner who is giving consent in person.

The portal limits bookings using the same email to four within 30 days, under its published rules. That is a booking constraint, not a limit on family size or eligibility.

What if you have no suitable lease or property document?

The official procedure allows verification of actual residence when you cannot provide the document confirming your right to occupy the address. Explain that situation to the responsible MCS division and apply on that basis. The current provider instructions describe police verification after receipt of the application; you do not need to invent your own certificate.

Decision 1231-N, Annex 1, paragraph 20.1, and the MCS explanation give the sequence:

  1. Police check the claimed residence within five working days after receiving the application.
  2. They send confirmation or denial on the same working day, no later than 10:00 a.m. on the next working day.
  3. MCS registers the applicant within three working days after receiving positive confirmation. If the information denies actual residence, it issues a written refusal within three working days.

This is a check of where you genuinely live. An address offered only for paperwork is not evidence of actual residence.

If the owner has already objected to registration, or the premises are not residential, the official instructions provide for a record of the person's actual place of residence or location. Do not assume that this produces the same result as ordinary address registration or automatically satisfies a later institution's request.

How much does registration cost, and how long does it take?

The state fee is AMD 1,000, according to Hartak's detailed service. Translation, notarisation, payment commissions and any private assistance cost extra. The total depends on the documents your household needs.

The fee exemption for a child under 16 applies to Armenian citizens. The same official page requires a payment receipt for foreign citizens. A hypothetical family of two foreign adults and one foreign child therefore budgets 3 × AMD 1,000 = AMD 3,000 in state fees, before other expenses.

Hartak links the official payment service for registration and also lists State Budget transfer and terminal payment. Keep the receipt for the correct applicant and service. The payment portal separates the amount from the servicing company's commission, so an extra payment charge is not a different registration duty.

At the visit, establish how the result will be recorded and how you will receive confirmation. Once it is available, compare your name and the complete apartment address with the papers you submitted. An appointment email and a payment receipt are not proof that registration has been completed.

Can you complete address registration online?

There is a legal route for electronic applications, but an email booking does not provide access to it. Decision 1231-N, Annex 1, paragraph 2.2, provides for a valid electronic digital signature and strong identification through the platform.

Paragraph 19.1 sets out hand-delivery requirements where the relevant online conditions are not met, including certain missing-register-data and representation cases. We have not verified that every newly arrived foreigner can obtain the required access and complete this process remotely. The in-person route above is the practical starting point when you do not have that access.

Requesting a certificate of an existing registration is also different from registering a new address. Paragraph 17.8 provides for an identified online request for a PDF certificate. Do not select proof of an old record when you need to create or change the address itself.

Questions before your visit

Is address registration the same as a residence permit?

No. It records an address; the foreigner checklist separately requires evidence of the applicable right of residence. It does not itself extend a visa, visa-free stay or residence status.

Can my wife use the lease signed only by me?

Do not assume that your document completes her application. Under the consent route, arrange consent naming her and prepare her own documents. Under the registered-use route, establish that the Cadastre evidence supports her application rather than only yours.

Can I register without the landlord attending?

The owner-consent route allows notarised consent when an owner cannot attend. Where there are co-owners, consent from all of them is required. A message saying “the landlord is fine with it” is not the published substitute.

Is a social number required before I can do this?

The address-registration checklists above identify the required identity, residence, property and payment documents. Do not turn the procedures into an assumed universal sequence. If you separately need a PSN or its certificate, use the social-number guide; it covers that application without duplicating this one.

Do I need to apply again if my street is renamed?

Decision 1231-N, Annex 1, paragraph 5, says an administrative address change, such as street renaming or building renumbering, does not require a new registration application. Actually moving to another home is a different situation.

What should I do if the application is refused?

Obtain the written reason and distinguish a missing document from a negative residence check or a problem with the proposed basis. Correcting the wrong issue will not fix the file. A disputed refusal, an owner objection or unavailable identity records is a sensible point to seek individual legal help rather than reuse another household's example.

What should you prepare first?

Identify your applicant category, then choose the property-document route you can support. Arrange consent for everyone applying, including every adult family member, and use the MCS division responsible for the address. That gives you a concrete document file instead of a folder containing a lease that answers only part of the question.

The main sources are the MCS registration instructions, Hartak's detailed service, and Government Decision 1231-N. Armenia also has a replacement population-register law with conditional commencement provisions. We have used the currently published service procedure and have not treated a future transition as a completed change.
